The effectiveness of the SAR operation is the priority and it should be noted that there is limited pool of skilled personnel without commercial interests to act as On Scene Coordinators (OSC). On occasion, this may result in OSCs dealing with conflict of interest issues. Such issues, if they arise, must be clearly delineated and effectively managed. A register of aviation operators who are suitable for the role of specialist advisor to the OSC will be developed by Maritime NZ.k.The SMC should consider local Police SAR Coordinators, who have received agreed training, for the role of OSC in SAR operations in which the role is deemed necessary. In searches for missing aircraft and /or searches using large numbers of aircraft the OSC needs to be assisted by a trained experienced management team including Air Directing Officer (ADO) or experienced local pilotAgreed. Maritime NZ will develop a register of OSCs including relevant NZ Police personnel as appropriate. OSC standards, operational protocols and standing role agreements will be established. It is anticipated that a training needs analysis will also be required subject to funding be made available. The composition of the OSC team will be determined as part of the development of the OSC standards.l.OSCs are key management positions in any SAR activity. SerRecommendationAction x.ELTs remain a valuable part of aviation safety and need to be retainedAgreed. The CAA agrees that ELTs are a valuable part of aviation safety. The requirement for aircraft operating in the NZ domestic airspace to have an installed ELT has been a civil aviation rule requirement for a number of years. CAA Rule 91.529 Emergency locator transmitter: (a) Except as provided in paragraphs (b), (c), (d), (e), and 121.353(b), no person may operate an aircraft that does not have an automatic ELT installed. (b) An aircraft may be ferried from the place where possession of the aircraft was taken to a place where the automatic ELT is to be installed if no passengers are carried on the aircraft. (c) An aircraft with an inoperative automatic ELT may be ferried from a place where repairs or replacement cannot be made to a place where the repairs or replacement can be made if no passengers are carried on the aircraft. (d) An aircraft with an inoperative automatic ELT may be operated for a period of seven days inclusive if the aircraft is equipped with a portable ELT that is accessible to each person on board the aircraft. (e) Paragraph (a) does not apply to (1) any aircraft equipped with no more than one seat, if the pilot is equipped with a portable ELT; or (2) any glider in which at least one person carried in the glider is equipped with a portable ELT; or (3) any glider, or powered aircraft equipped with no more than one seat, where the glider or aircraft is operated no more than 10 nm from the aerodrome from which the glider or aircraft took off; or (4) any microlight aircraft; or (5) any manned free balloon. The CAA has no intention of withdrawing this requirement. In fact in June 2006 it will be releasing a Notice of Proposed Rule Making (NPRM) proposing amendments to the existing rules to: (1) Meet International Civil Aviation Organisation (ICAO) operating and technical standards regarding the requirement for ELTs to operate on 406 MHz and the coding and registration of 406 MHz ELTs. (2) Review the current dispensations for aircraft operating under Parts 121 and 129 on regular air transport operations to and from countries outside of NZ. (3) Establish a transition plan for compliance by owners/operators of existing aircraft and aircraft coming onto the NZ Aircraft Register from a specified date. SerRecommendationAction y.In order for ELTs to remain in a working order in the event of a accident, the potential for ELTs to have inbuilt antennas, and/or multiple antennas should be exploredThe CAA recognises that ELT aerials can be vulnerable in a crash. The CAA database records show three instances of aerials breaking off and three instances of aerial cables being severed in a crash. There may be other instances that have not been recorded. In each of the recorded instances there were no survivors. Any ELT installed under New Zealand civil aviation rules must meet the equipment and design standards of the appropriate Federal Aviation Administration (FAA) Technical Standard Order (TSO), which in turn incorporates a Requirements and Technical Concepts for Aviation (RTCA) foundation document. These are international standards and therefore, any modification or redesign of ELT aerials would need to be undertaken by the RTCA and the TSO amended. The CAA has neither the resources nor expertise to undertake a project to redesign ELT aerials, and in any case any modifications made by the CAA could invalidate the FAA TSO for ELTs. The RTCA has formed a Special Committee to address design, performance, installation and operational issues for 406 MHz emergency beacons. The CAA is a member of the RTCA, and is in contact with this Special Committee. The CAA conducted an informal workshop in March 2006 with licensed aircraft maintenance engineers to review the practical aspects of installation and maintenance of ELTs, including the placement and fitting of aerials. Recommendations arising from this workshop will be incorporated in the ELT Advisory Circulars. SerRecommendationAction z.Flight tracking systems may have considerable value as an aircraft safety device. The CAA should give consideration as to their applicability to the NZ aviation environment.Concur. The issue has been raised of using alternate technology for tracking aircraft flights to facilitate locating crashed aircraft. One such technology suggested is a flight following system using GPS derived aircraft position reports being transmitted at regular intervals to a central tracking agency. The International Civil Aviation Organisation (ICAO) has also been examining new technology for SAR. In August 2005 ICAO convened a meeting of an ELT Task Force to discuss various matters in relation to the introduction of the 406/121.5 MHz ELT. One such matter was alternate options for meeting the ICAO SAR requirements. The meeting determined that any alternate options must satisfy the need for speedy, accurate, and reliable crash alert and location notification to a SAR service provider with no human intervention. The options considered included: ADS-B Airline operational control facilities Airline flight following The meeting concluded that ADS-B was expensive (USD10,000) for the aircraft equipment and would require an extensive deployment of ground stations to provide the required SAR coverage, and would not provide a constant stream of location and identification data nor distribute crash data to a SAR provider without human intervention. In respect to airline operational control and flight following facilities, the meeting was concerned that airline operators company personnel do not have the same specialised training as air traffic services personnel in handling in-flight emergencies, and the airlines do not have the purpose built communications systems to communicate directly with an RCC. The view of the meeting was that the COSPAS-SARSAT system (Space system for search of vessels in distress-Search and rescue satellite-aided tracking) in conjunction with ELTs would seem to provide the best capability in meeting SAR requirements for immediate alert and location into the immediate future. However, the meeting recommended that ICAO be open to the prospect of new technology having effective application to the provision of SAR services, and that ICAO continually review SAR system needs from a performance perspective. The CAA is in general agreement with the views of the ICAO ELT Task Force. While the CAA will continue to mandate carriage of ELTs for the immediate future to comply with ICAO Standards, the CAA will continue to monitor the application of new technologies for the provision of aviation SAR services in New Zealand. The CAA is communicating with various equipment manufacturers and with the aviation industry to obtain views on the new technologies available for flight tracking systems. SerRecommendationAction aa.Each case to suspend or terminate a search will vary depending on the particular circumstances of each search. On some occasions the decision to suspend or terminate a search should be conveyed to the next of kin personally.Agreed. A single point of contact is important to manage all communications with NOK in most situations. Normally, communication will be a Police responsibility. However, situations may require escalation of contact to appropriate senior personnel in the relevant agencies. Each SAR operation is different and flexibility with the appropriate communication methods with NOK for the given situation is required. bb.Every consideration in the guidelines to suspend or terminate a search contained in the RCCNZ Operations Manual should be taken into account.Implemented. cc.The search termination or suspension considerations should include the need to seek expert medical advice regarding the The modus operandi of RCCNZ is to seek appropriate expertise for every incident and each situation as necessary. Liaison between the official search and any private search that exists may be appropriate to ensure the health and safety of all participants. ee.An open, frank and transparent approach should be taken by the RCCNZ when dealing with the familyImplemented. In most situations, Police will provide the single, primary point of contact for NOK.ff.Clear delineation in respect to cost should be made between official and private resources deployed on searchesImplemented.gg.Only suitably qualified and experienced personnel and resources should be deployed to search not to do so poses danger to other participants in the search and themselves as well as creating a liability for the RCCNZAgree with this observation. hh.Should a private search continue beyond the termination or suspension of an official search, the RCCNZ should maintain a liaison so that the official search can be resumed in the event of fresh information being discovered. A suspended search can be resumed in the event of fresh information being discovered. The decision to terminate a search is predicated on the basis that fresh information is most unlikely. In either case RCCNZ is readily contactable and willing to consider any fresh information, from any source, that may influence an analysis to resume a search. The NZ Police also have an interest in new information from any source owing to their coronial investigation obligations.ii.In the event of a private search continuing then it is likely that resources used in the official search will continue to be used. That should not be of concern to the RCCNZ.It is important to delineate clearly when the official search has ended and note to any continuing private search effort that should search assets be required for an official search, that official agencies must have first call on SAR resources. SerRecommendationAction jj.Police should be the key agency to liaise with relatives and next of kin.Implemented. Police are used as single point of contact when Police liaison officer or local police officer is required.
